Sometimes the most radical ideas are the best solutions. If people were to pay way more for gas we might look for ways to spend less...

Maybe. But I don't have a lot of choice in the matter. It's different for people who live in the city, I think.
That's true, and I think that's what the emphasis is, or should be. In a fair world people who really need the fuel (remember purple gas?) would get it cheaper, and those who only use it because it's convenient would pay more for that convenience and their waste.
Of course, in a fair world, Jesus would return and we'd all be in hell, so...
