There's likely a lot about this situation that isn't communicated in this article. I could say something based on the way both members of religious orders and diocesan priests receive their assignments here, from the little that I know, but that would relate only to North America, and I'n not sure that these rules and procedures apply everywhere in the world. Likely not...
