The problem is not the cold,...

Britain shivers in coldest night with lows of -20C

"Snow and ice are set to continue causing problems across the UK with warnings that Thursday night could be the coldest of the winter so far."
...the problem occurs when the country or location where the cold weather is isn't used to cold weather.

It was -33C here this morning when I got up. That's not including the windchill, which put it closer to -42C. But, while we don't like it and hope it doesn't happen, we know that in some part of our Winter it will get this cold, so we know what to do. The people in other places where it doesn't usually happen aren't prepared, and don't know how to be prepared...

Definitely. I grew up in an area of cold temperatures - we usually had at least one snowblower at our house - but here in Glasgow, people don't even own snow shovels! My university is out of grit for the roads and sidewalks, and just sent us a message that they won't be able to get any more for at least two weeks! And Glasgow has it pretty easy compared with the rest of the country...

Then again, we have some Californian friends here who bought crampons last year because they were afraid to walk to the gym without them... There's prepared, and there's prepared!

Heh. I've traveled a fair amount in the sunny parts of the U.S. and have been amazed at the lack of knowledge that people there have regarding the rest of the world's climate. Mind you, it's because they've never had to experience it themselves, so they just don't know. One summer I had a clerk in a large department store in Dallas, Texas, marvel at my sun tan. (I don't tan deliberately, it's just the usual exposure to the sun.) She was convinced that it would be too cold to come out of our igloos to get a sun tan...
