Though how he will do this is difficult to understand, as the moment the Church finds out the priests are married their faculties are removed and, if they don't agree to change in order to be in line with Church teaching, they are excommunicated. They may not have seceded, but they have been kicked out. It's hard to change it from within in that situation. Perhaps Africa is different, though...
