Health & Safety Rules?

When I first saw the headline I feared more of the insane political correctness that seems to be plaguing the world. Now I find now that this is even stranger. She'd be allowed to wear a lapel crucifix if she chose to but the prohibition is against 'dangling jewelry', for some unspecified health and safety reason. I suppose she could be strangled with it somehow, but couldn't a pencil or pen be used to stab someone to death? How about clubbing a person with a book?
