Can you believe it?
His original bill would have banned teens from receiving Communion wine!
As my Jewish friends would say, "What a yutz". In many ways, I don't think that North America ever quite got over prohibition: viewing alcohol as forbidden. In France, wine is considered a "food" and it is common for what we could consider to be "children" in North America to be served watered wine with dinner. I view "binge drinking" as a far greater problem than my 16 year old nephew having a glass of wine with dinner or a sip of communion wine.
