I really don't think that the Pentagon's premise that amount is exaggerated holds a lot of water. Particularly since the Pentagon has shown itself to be particularly "creative" when it comes their way of tallying up everything. For example, in Vietnam a soldier that dies in the field is counted among those who were considered "killed in action" while those who made it to the hospital and expired there were not.
